All hazardous waste treatment or disposal facilities must be approved through the
special review process. Proposals for hazardous waste treatment and disposal include
but are not limited to incineration; burial; land application; and surface impoundment.
In addition to the application requirements for special review, the applicant must
provide to the county sufficient funds to contract for the preparation, evaluation
and review of an independent environmental impact statement (EIS) and other studies
the planning commission or the county commissioners deem necessary.
