Subdivisions, conservation developments, planned land divisions, special exceptions, site plan reviews, special reviews and minor land divisions must comply with water quality standards in this section.

B.

The county engineering and health and environment departments will review water quality management reports and recommend they be accepted or rejected prior to the public hearing process.
