All subdivisions, conservation developments, planned land divisions, minor land divisions, special exceptions, special reviews and site plan reviews must comply with air quality standards in this section.

B.

The county planning and health and environment departments will review air quality mitigation plans and recommend they be accepted or rejected prior to the public hearing process.
